Aide au BTP

 

A l’occasion de la présentation en Conseil des ministres, mercredi 10 juin 2020, du 3ème projet de loi de finances rectificative pour 2020 (PLFR3), Elisabeth Borne, ministre de la Transition écologique et solidaire, Bruno Le Maire, ministre de l’Economie et des Finances, Muriel Pénicaud, ministre du Travail, Gérald Darmanin, ministre de l’Action et des Comptes publics, Jacqueline Gourault, ministre de la Cohésion des Territoires et des Relations avec les Collectivités territoriales, Julien Denormandie, ministre auprès de la ministre de la Cohésion des Territoires et des Relations avec les collectivités territoriales, chargé de la ville et du logement, Emmanuelle Wargon, secrétaire d’Etat auprès de la ministre de la Transition écologique et solidaire, Agnès Pannier-Runacher, secrétaire d’Etat auprès du ministre de l’Economie et des Finances et Olivier Dussopt, secrétaire d’État auprès du ministre de l’Action et des Comptes publics, présentent les mesures de soutien mises en place par le Gouvernement pour accompagner la reprise d’activité du secteur du BTP.

Le BTP est l’un des secteurs qui a vu son activité la plus fortement réduite : -88% début avril, soit la même baisse que l’hôtellerie-restauration alors même qu’il n’a pas fait l’objet d’une fermeture administrative à partir de mi-mars. Compte tenu de son poids dans l’économie et de son importance pour l’activité dans les territoires (le BTP représente 2 millions d’emplois et 11% du PIB), le Gouvernement a travaillé dès le mois de mars à la reprise de l’activité dans le BTP, en lien avec les collectivités territoriales et les fédérations professionnelles.Il s’agit également de permettre de répondre aux projets immobiliers ou de rénovation des Français.

Le BTP a ainsi bénéficié fortement des dispositifs de soutien public : le fonds de solidarité (360000 entreprises pour 510 millions d’euros), les prêts garantis par l’Etat (60 000 prêts pour 8,2 milliards d’euros) et l’activité partielle (demandes déposées pour 1,4 million de salariés et 1,3 milliard d’euros déjà versé au titre des mois de mars et avril). Le secteur a également fait l’objet d’initiatives spécifiques pour le soutien à la reprise avec la publication d’un guide professionnel de sécurité sanitaire sur les chantiers dès le 2 avril, des mesures spécifiques pour ne pas freiner l’autorisation ou la mise en œuvre des projets,la mobilisation des préfets pour inciter et accompagner la reprise rapide des chantiers et la lancement d’une mission confiée au préfet Philippe Mahé afin de déterminer,après consultation des acteurs de la filière, des solutions opérationnelles pour accélérer la reprise.

Ce soutien du Gouvernement a donné des résultats avec une forte accélération de la reprise d’activité depuis mi-mai grâce à l’engagement des entreprises et de leurs salariés : seul 1% des chantiers de travaux publics et moins de 15% des chantiers du bâtiment sont encore à l’arrêt.

Pour soutenir la reprise complète de l’activité dans le secteur du BTP et en complément de tous les dispositifs de soutien déjà mis en œuvre, le Gouvernement a décidé de prendre des mesures pour aider les entreprises du BTP à compenser les surcoûts et à accélérer la reprise.

Concernant la prise en compte des surcoûts:

  • compte tenu de l’exigence d’exemplarité de l’Etat, le Premier ministre a adressé le 9 juin 2020 aux maîtres d’ouvrage de l’Etat, pour leurs marchés de travaux, une instruction pour leur demander de négocier rapidement avec les entreprises du BTP une prise en charge d’une partie des surcoûts directs liés à l’arrêt des chantiers et aux mesures sanitaires.

  • le Gouvernement a demandé aux préfets dans une circulaire du 20 mai 2020 de promouvoir des chartes définissant une approche solidaire des surcoûts entre les entreprises du BTP, les maîtres d’ouvrage, dont les collectivités et bailleurs, et les maîtres d’œuvre. Pour aider les collectivités territoriales à financer une partie de ces surcoûts, les préfets peuvent utiliser leur pouvoir de dérogation pour mobiliser des dotations de l’Etat (dotation de soutien à l’investissement local DSIL et dotation d’équipement des territoires ruraux DETR).

  • dans le cadre du PLFR3, les entreprises de moins de 50salariés qui ont subi des pertes de chiffre d’affaires importantes pourront bénéficier de remises de charges sociales jusqu’à 50% sur leurs échéances des mois de mars à mai, sur simple demande à leur URSSAF. Toutes les entreprises pourront demander un plan d’apurement de leurs charges sociales reportées depuis mars sur une durée pouvant aller jusqu’à 36 mois.

  • un comité de suivi est créé pour objectiver les surcoûts liés aux pertes de rendement sur les chantiers compte tenu de l’application des règles de sécurité sanitaire. Piloté par le commissariat général au développement durable (CGDD), en lien avec les fédérations professionnelles, ce comité permettra de donner des références pour la négociation entre maîtres d’ouvrage et entreprises du BTP

  • le Gouvernement encourage les maîtres d’ouvrage publics à faire usage des dispositions de l’ordonnance n°2020-319 du 25 mars 2020, qui permettent d’augmenter les avances aux entreprises titulaires de marchés publics au-delà de 60% sans obligation de garantie à première demande. Cette mesure est applicable pour tous les contrats conclus jusqu’à la fin de la période d’urgence sanitaire, augmentée de deux mois. Pour les marchés publics, comme privés, le gouvernement a par ailleurs reporté de plusieurs mois, par ordonnance, les pénalités applicables en cas de retard.

Concernant le soutien à la reprise:

  • 1 milliard d’euros va être ajouté par l’Etat en PLFR3 à la dotation de soutien à l’investissement local (DSIL) portant son enveloppe de 0,6 à 1,6 milliard d’euros. Elle vise à soutenir les investissements structurants des collectivités portant sur la santé, la transition écologique, notamment la rénovation thermique de bâtiments publics, et la rénovation du patrimoine. Compte tenu de l’effet levier sur les financements des collectivités, cette dotation doit permettre d’accroître les investissements locaux de 4,8 milliards d’euros. Ainsi l’Etat versera aux collectivités locales en 2020 près de 10 milliards d’euros de dotations d’investissement. Il s’agit d’un effort très important de l’Etat qui apportera des commandes aux entreprises du BTP dans les prochains mois, tout particulièrement dans le contexte de la mise en place des nouvelles équipes municipales et intercommunales

  • le dispositif de garantie de l’Etat à l’assurance-crédit est fortement renforcé en PLFR3 pour permettre aux entreprises de conserver leurs couvertures. Cette mesure est très importante pour les entreprises du BTP dont la trésorerie dépend beaucoup du crédit interentreprises. La mesure sera mise en place immédiatement par décret pour les PME et entreprises de taille intermédiaire (ETI)

  • dans le cadre du PLFR3, afin de soutenir la trésorerie des entreprises, les entreprises soumises à l’impôt sur les sociétés pourront demander dès 2020 le remboursement immédiat de leur stock de créances de report en arrière de leurs déficits ainsi que des créances qui viendraient à être constatées en 2020 du fait des pertes liées à cette crise sanitaire

  • pour maintenir les compétences au sein des entreprises et leur renouvellement, le Gouvernement a annoncé la création d’une aide au recrutement des apprentis, de 5000 euros à 8000 euros par contrat préparant à un diplôme jusqu’à la licence professionnelle. Cette aide sera versée aux entreprises de moins de 250 salariés sans condition et aux entreprises de plus 250 salariés à la condition qu’elles s’engagent à atteindre l’objectif, déjà fixé par la loi, de 5% d’alternants en 2021. Cela devrait représenter plus de 130millions d’euros pour le secteur

  • les travaux des copropriétés constituent une part importante de la commande privée adressée aux entreprises du bâtiment et sont décidés en assemblées générales. L’ordonnance n°2020-595 du 20 mai 2020 permet de tenir ces assemblées générales sous forme de visioconférence ou par correspondance jusqu’au 31 janvier 2021, ce qui permet d’accélérer les décisions de travaux.

Au-delà de ces mesures d’urgence pour soutenir la reprise d’activité, le Gouvernement prépare un plan de relance de l’économie qui sera présenté à la rentrée. Cette relance devra permettre de poursuivre et d’accélérer la transformation de l’économie française pour la rendre plus compétitive et plus décarbonée. Pour établir ce plan de relance, de larges concertations vont être conduites avec les fédérations professionnelles, les partenaires sociaux, les collectivités territoriales, les parlementaires. Le secteur du BTP sera directement concerné par ce plan de relance au titre de l’investissement notamment pour la rénovation thermique et au titre des simplifications de procédure pour accélérer les projets et le lancement des chantiers sans diminuer les exigences environnementales. Dans le plan de relance,des mesures sont envisagées qui soutiendront l’activité des entreprises du BTP, notamment pour participer à la transition écologique.

Marbrerie of the East in France. More than 30 years of existence

 

 

For 31 years, the Marbrerie de l'Est has provided tiling, sandstone, granite, etc., individuals and professionals of Moselle-Sud. The company makes the screed, the laying sometimes. Denis Bents founded the Marbrerie de l'Est in 1988. The former member of the local music group Evasion has earned a reputation for choice in the flooring industry.

In 31 years, how many individuals and businesses have crossed the doors of this large store specializing in flooring, located behind large drying towers in Lorquin? If the number is not listed, the durability of the Marbrerie de l'Est testifies to the quality of its know-how. "We have never really advertised," smiled the manager, Denis Bentz, installed behind his desk of course consisting of a slice of marble.

 

In the walls that house some 4,000 m² of storage and sales space, there are thousands of references, "for all prices," says the boss. "But I only sell tiles with a good rating Upec (wear, punching, water, chemical agents)," he says. With great speeches, he prefers the satisfaction of the customers and a tiling which will pass the pangs of the time. This is his best communication plan.

Founded in 1988, the Marbrerie de l'Est is housed in the former premises of the Weiler kitchens in Lorquin. Originally from Walscheid, Denis Bentz was looking for a large, moderately priced building, so as not to pose financial problems in the accounts of his fledgling business.

 

"I had a partner for the first two years. We created everything from scratch, "says the entrepreneur. Then he continued alone. The adventure was intense and the nights were short. "At the time, between the time we decided to start and the opening of the store, barely three months have passed," he recalls. His years as foreman at the marble mill Niderviller had allowed him to acquire legitimacy in the middle. It remained to create the structure, to find the machines.

"I knew how to surround myself with employees who I could trust, it's really important."

During the short preparation phase, Denis Bentz and his partner left for the Vosges. They had a phenomenal stroke of luck. "We came across a second-hand debtor for 45,000 francs." The machine is still there. "She never broke down," the boss marvels. Others, more recent, have joined since.

Two employees were hired at startup. It was necessary to find the building sites: outside the town hall of Réding, it was them. What to carve a reputation. More recently, they took care of the grounds of the Sarrebourg funeral home, the Walscheid retirement home, and so on. Without rejecting smaller projects or advice and sales to individuals.

 

Today, looking at the years in the mirror of the time, Denis Bentz still wonders how he was able to do all this. The unconsciousness of youth certainly has its share of responsibility. "I do not count the hours either. And he knew how to surround himself with "employees whom I could trust, it's really important".

After 31 years of existence, his company is adapting to the passage of time: customers who are keen on environmental protection will even be able to discover a range of tiles made of recycled metal, solar panels, etc. We are not stopping progress at the Marbrerie de l'Est.

Le Gal marbre, France

Le Gal Marbre et Design is one of the five winners of the 2018 Audacity Awards. Its manager was awarded the "Digital Transformation" trophy for launching innovative customer relationship tools.

"The candidacy to the Audacity Awards has allowed me to look at how far we've come since 2012," says Jean-Jacques Vivier. This son of Côtes d'Armor farmers joined forces with Sylvain Le Gal five years ago, at the head of the company Gal Marbre and Design located in Montoir de Bretagne and specialized in decoration marble.

"The carpenter who made the coffins feared for his work and created problems. That's when my grandfather decided to sell coffins. "

In 1958, Edmond Paquin retired and shared his business. His son Jean prefers to keep the coal trade. The funeral service returns to Simone and takes the name of Paquin-Dauphin funeral parlor. The funeral will become the SARL Paquin-Dauphin in 1980. Around 1995, the couple decides to sell. Michel Dauphin, one of the two sons of André and Simone Dauphin, acquires the business and moves to 33, rue Foch. He will also take over the Soliani marble shop in 1997. It is this set that he has just sold to Laurent Heyser. But the name - the funeral parlor Paquin-Dauphin - remains relevant.

Four employees, eight individual

The Paquin-Dauphin company has four full-time employees, two at the marble and two funeral homes, to which must be added eight vacant, one of which prepares the diploma of master of ceremonies. Laurent Heyser, funeral director and marble worker, is married and has four children. One of the children starts working as a temporary ... A new saga?

Mec, new splitting line

Le Gal Marbre et Design is one of the five winners of the 2018 Audacity Awards. Its manager was awarded the "Digital Transformation" trophy for launching innovative customer relationship tools.

"The candidacy to the Audacity Awards has allowed me to look at how far we've come since 2012," says Jean-Jacques Vivier. This son of Côtes d'Armor farmers joined forces with Sylvain Le Gal five years ago, at the head of the company Gal Marbre and Design located in Montoir de Bretagne and specialized in decoration marble.

Legal Marbre relies on digital tools

 

The first year of eighteen months had a turnover of 2 million euros, but significant losses. Six years later, the trend reversed: "The turnover reached 2.6 million euros with a positive result," rejoices Jean-Jacques Vivier. A dozen jobs have been created to reach 24 employees. The keys to this success? "The product that is super beautiful," says the entrepreneur, "and men and women".

Seize digital tools

Jean-Jacques Vivier describes himself as "an affective", listening to those around him: "Sylvain Le Gal is my big brother, I do not take a decision without him," he says . "We also listened to our sales people to understand the needs of customers."

The desire to provide more services has resulted in the development of an online quote platform and an application dedicated to receipt reports. Thus, the professionals, 80% of the customers, carry out the steps themselves and modify the data directly if necessary. This standardization of billing saves customers and the company time. The quote conversion rate is no longer important. "The digital and the artificial intelligence are unavoidable and that interests me", underlines Jean-Jacques Vivier.

Shared recognition

 

These innovations earned Le Gal Marbre and Design the Audacity Award for "Digital Transformation", organized by the CARENE Saint-Nazaire Audacity business brand. "I had a lot of fun participating," says the manager. "I was very moved to receive the award, it was a good moment of recognition for the teams and for me." The € 2,000 reward was distributed to employees.

Gal Marbre et Design continues its production of furniture for kitchens and bathrooms by focusing on the improvement of its services. "Between the validation of the plans and the pose, six days pass," says Jean-Jacques Vivier, "a delay on which we worked a lot." For better planning management, one person was employed in November and a work program is shared online with clients. After years at 20% growth, the goal in 2019 is to control this figure around 10% and an organization always more comfortable and serene.

The company Arteni-Le Gal, specialized in the manufacture of funerary monuments, closed its doors a few weeks ago.

Located in Saint-Germain-en-Coglès, the site of an area of approximately two hectares, with important buildings of granite work, is indeed on the edge of the departmental.

Arteni (Arts and techniques of granite) and the Marbrerie Le Gal, of Fougères, had merged in 2013, employing about twenty employees.

The two companies themselves had recently been taken over by the Serenium funeral group.

It is now part of the national group OGF, under the sign Dignité funéraire.

 

The provençal marbrerie rewarded

The Provençal marble company from France who celebrated his 70th birthday was taken over 30 years ago by Denis Riocreux.

 

Since then, it has grown from one to twelve employees. Family saga

"The company was created in 1923 by Edmond Paquin, who works with his brother Augustin," recalls Michel Dauphin. "At the time, he was responsible only for the transport of coffins to the church and the cemetery ..." In 1935, he bought a business of pearl funeral wreaths and granite crosses of the city. "The carpenter who made the coffins feared for his work and created problems. That's when my grandfather decided to sell coffins. "

The daughter of Edmond, Simone, is offered a shop at No. 35 rue Foch, for the sale of crowns and crosses. In 1953, she married André Dauphin, who began to work in the company. In 1958, Edmond Paquin retired and shared his business. His son Jean prefers to keep the coal trade. The funeral service returns to Simone and takes the name of Paquin-Dauphin funeral parlor. The funeral will become the SARL Paquin-Dauphin in 1980. Around 1995, the couple decides to sell. Michel Dauphin, one of the two sons of André and Simone Dauphin, acquires the business and moves to 33, rue Foch. He will also take over the Soliani marble shop in 1997. It is this set that he has just sold to Laurent Heyser. But the name - the funeral parlor Paquin-Dauphin - remains relevant.

Four employees, eight individual

The Paquin-Dauphin company has four full-time employees, two at the marble and two funeral homes, to which must be added eight vacant, one of which prepares the diploma of master of ceremonies. Laurent Heyser, funeral director and marble worker, is married and has four children. One of the children starts working as a temporary ... A new saga?

Mec, new splitting line

A new team for the next marble festival, France

For several years, Marie Penetro has participated in courses organized as part of the summer festival, sculpture and marble at St. Beat.

Rocalia 2019: The halls fill up in Lyon.

We are now at one year from the opening of the second edition of the Salon Rocalia, natural stone show to be held in Lyon (3-5 December 2019) and the exhibition space has been filled in recent weeks . Tender, granite statue  in France

 

As part of the development of the town, elected officials wanted to highlight the granite. The choice will be decided in committee. The project could begin in April 2019 and last six weeks.
